Executive Summary:

Being a self-motivated officer with excellent communication and analytical skill, believing in the culture of ‘team work’ to achieve objectives and committed to the principle of ‘Honesty is the Best Policy’, I proceeded on retirement from Bangladesh Air Force (BAF) rendering service for more than 32 years. After being trained in Ukraine on overhauling of Russian origin MI Series helicopter I was entrusted with the responsibility for establishment of a Maintenance Repair and Overhaul (MRO) Unit in BAF. As the pioneering Officer Commanding, I exploited the highest level of innovation, sincerity and dedication and established the MRO. I successfully commanded Maintenance Wings and Units of all Operational Bases of BAF. I Served as Director of Engineering, Director of Project and Director of Cyber Warfare and Information Technology at Air Headquarters and displayed outstanding performance in budgetary planning, contract management, implementation of procurement plan and induction of new fighter aircraft, helicopter, radar and other major equipment in BAF.
Throughout the service career I displayed outstanding professional competency, commitment to duties and skillful utilization of time and resources for accomplishment of assigned tasks. I commanded a huge number of manpower and motivated them with leadership quality upholding team spirit and quality of job even under stressful situation. With this professional experience and exposure, I would like to serve in a Senior Management Position with utmost sincerity and dedication where my long experience can be utilized for achieving set objectives.

Experience / Employment Records:
I have served Bangladesh Air Force (BAF) for more than 32 years, from 15 January 1988 to 14 April 2020, holding different command and staff appointments. Important appointments and job performed are highlighted below in brief:


Director of Engineering:
▪ Issuing policy guide lines, directions and procedures relating to repair, maintenance and overhaul of BAF aircraft, testers/test equipment, life saving equipment, mechanical transport vehicle both specialized and common user, and other aerospace ground equipment.
▪ Making annual repair and overhaul plan of BAF air assets (aircraft, helicopter, aero-engines etc).
▪ Determining annual requirement of spares and POL items for all BAF aircraft, helicopter and other major equipment.
▪ Making budgetary planning to materialize the annual maintenance/repair and overhaul plan of air assets and procurement of spares, POL items etc.
▪ Making technical terms and conditions and carry out technical vetting of offers of different bidders for procurement of aviation goods and services.
▪ Making specialized recommendations on measures to be taken on all Aircraft Accident Investigation (AAI) and Technical Investigation Report (TIR) to avoid the recurrence in future.
▪ Issuing Engineering Instructions/Directives to carry out modification/alteration, special and major maintenance of aircraft, helicopter and any other major equipment.
▪ Issuing policy guide line for human resource management of BAF technical manpower.


Director of Project:
▪ Implementing all projects of BAF for induction of new aircraft, radar and other equipment.
▪ Conducting pre-shipment inspection, factory acceptance test, stage inspection, overhaul inspection, test and trial, factory inspection, on site project development in accordance with the contracts.
▪ Conducting Project Management Review (PMR) with the manufacturer/supplier of aircraft, radar and other equipment to solve different issues while implementing the projects.
▪ Coordinating with the manufacturers/foreign organizations to solve matters related to operation, training, maintenance and preservation of new aircraft, radars and other equipment.
▪ Undertaking civil construction works /development works like construction of hangars, workshops, tarmac, runway etc required for operation of new aircraft, radars and other equipment.


Director of CW&IT:
▪ Acquiring time befitting Cyber warfare capability for BAF and maintaining cyber security and remain updated in the era of rapid development of technology.
▪ Issuing policy directives on use of different gadgets on IT and creating cyber security awareness amongst BAF personnel.
▪ Making different time line plans, acquire equipment and developing human capability required for cyber warfare.
▪ Maintaining coordination with different Govt and non-Govt organizations for continuous development of IT and Cyber warfare capability.
▪ Conducting Research & Development and making continuous efforts to keep pace with the latest development of technology and remain updated to meet challenges.
▪ Organizing higher level of training for development of skilled manpower in the field of Cyber warfare and IT.
Officer Commanding Air Headquarters Unit:
▪ Providing administrative facilities to Air Headquarters, Headquarter (Unit) and other assisting units of Headquarter.
▪ Providing mechanical transport facilities (operation, maintenance and security of transport) to Air Headquarters and other units under Air Headquarters.
▪ Conducting local purchase and providing items required for Air Headquarters and all other units under Air Headquarters.
▪ Ensuring security and discipline of all flights and sections under Air Headquarters.
▪ Undertaking civil construction/development works required for Air Headquarters and all other units under Air Headquarters.


Officer Commanding 216 MRO (Unit):
▪ Conducting third line maintenance of MI-Series helicopters in accordance with overhauling manuals and job cards.
▪ Making annual overhaul plans of helicopter and major equipment and determining annual spare parts requirements for foreign procurement.
▪ Conducting major repair/maintenance and modification/alteration works on helicopters and their assemblies.
▪ Ensuring strict quality control measures of all maintenance activities and modification works on helicopters and other tester/test equipment.
▪ Conducting regular ‘On the Job Training’ (OJT), refresher training courses to improve technical knowledge and skill of all personnel.
▪ Striving for self-reliance of the unit to get rid of foreign dependence.
Officer Commanding of Maintenance Wings of different operational BAF Bases:
▪ Performing administration, supervision and operation of all maintenance activities of aircraft, helicopter, Aerospace Ground Equipment, communication equipment, Armament and Weapons, Mechanical Transport and specialist vehicles and all types of logistics activities of the base.
▪ Implementing technical plans in support of Base operational plans.
▪ Managing and supervising technical compliance and quality assurance of air assets (aircraft, helicopters, aero engines etc).
▪ Conducting ‘On the Job Training’ (OJT) and all kind of training courses to prepare and upgrade skilled human resources.
▪ Making annual procurement plan, budgetary plan, complying quality control measures, supply chain and contract management, conducting local purchase of required goods.


Officer Commanding 208 Maintenance Unit:
▪ Accomplishing Overhaul of US origin Bell helicopters in accordance with overhauling manuals and instructions.
▪ Making annual overhaul plans of Bell helicopters and major equipment and determining annual spare parts requirements for foreign procurement.
▪ Accomplishing major repair/maintenance and modification/alteration of helicopter and their assemblies.
▪ Exploring local resources and conducting R&D activities to manufacture and fabricate new equipment or items for operation.
▪ Ensuring strict quality control measures of all maintenance activities and modification works on helicopters and other tester/test equipment.
▪ Conducting regular ‘On the Job Training’ (OJT), refresher training courses to improve technical knowledge and skill of all personnel.
Officer Commanding Central Quality Control Unit:
▪ Implementing Quality Control policies in respect of receiving and inspection of BAF goods and equipment.
▪ Ensuring proper receipt and inspection of all aviation and non-aviation items against all local and foreign contracts.
▪ Ensuring proper quality of locally produced items used by BAF.
▪ Inspecting locally manufactured items at different stages to uphold quality of products.
▪ Ensure calibration of precision equipment of BAF.


Deputation Abroad:
Logistics & Maintenance Officer in BANAIR, UNIKOM in Kuwait and performed the following:
▪ Maintaining highest standard of readiness and quality of maintenance of BAF helicopters deployed in the UN Mission area in accordance with Maintenance Manual, SOPs and the Letter of Assist (LOA) to meet the operational requirement.
▪ Planning and preparing the helicopters for various operations for 24 hours (either scheduled or unscheduled).
▪ Maintaining close liaison with the concerned personnel at UNIKOM Headquarters and other contingents from different countries of the world to accomplish all activities.
